Monticello (Titus County, 1,865 MW), Big Brown (Freestone County, 1,208 MW), and Sandow (Milam County, 1,200 MW) all shut down, representing approximately 4,273 MW of generation capacity and roughly 20% of coal capacity in the ERCOT region.
These plants didn't just generate electricity. They generated fly ash, the pozzolanic byproduct of coal combustion that had been protecting Texas concrete from Alkali-Silica Reaction for decades. When the plants closed, the regional fly ash supply collapsed. Ready-mix concrete producers faced a choice: reformulate their mixes with verified alternative SCMs (Tier 1A natural pozzolan per ASTM C618 Class N, or Tier 1B colloidal nano silica admixtures), or remove fly ash and keep delivering "concrete" at the same price.
Most chose the latter. The batch ticket for a cubic yard of Texas gunite mix that had shown fly ash content for twenty years began showing zero, quietly, without announcement, without notification to the pool builders who were buying it. According to investigative reporting by Texas Monthly, pool builders had been purchasing their concrete from the same suppliers for years. "No one gave it any thought," noted pool industry expert Paolo Benedetti in WaterShapes magazine. "Suddenly, and without warning, a crucial ingredient had been removed from the mix."
Three coal plants close. Regional fly ash supply collapses. Ready-mix suppliers remove fly ash from shotcrete and gunite mix designs. Batch tickets begin showing zero fly ash content. Pool builders keep ordering "the same mix." Homeowners keep signing contracts for $100,000-$150,000 pools. Nobody in the supply chain issues a warning.
Without fly ash or an equivalent pozzolan to bind alkalis, the Alkali-Silica Reaction proceeds unchecked inside pool shells made from Central Texas aggregates, which contain reactive silica phases. The gel forms. It expands. Internal cracks propagate through aggregate particles and into cement paste. The pool looks perfect. The homeowner swims in it. The builder collects final payment and moves to the next job.
Pool shells built 2017 to 2021 begin showing surface symptoms. Spider-web map cracking appears. White gel oozes from crack faces. Tiles loosen and fall. Some pools begin losing water through structural cracks. Homeowners call their builders. Builders call their concrete suppliers. Everyone denies responsibility. The blame game begins, and homeowners discover there is no documentation of what was actually in the concrete that built their pool.
In August 2023, the Texas Judicial Panel on Multidistrict Litigation consolidated the ASR lawsuits into a single pretrial court in Travis County to streamline pretrial proceedings. KB Custom Pools, a decorated award-winning builder, files for bankruptcy under the weight of nearly two dozen simultaneous claims. Cody Pools, one of the industry's largest builders, fights its own insurance carriers (three of its insurance carriers) in the U.S. District Court for the Western District of Texas in two separate federal actions over whether ASR damage is covered as a construction defect. All three carriers argue it is not. The precedent being set in those courtrooms will determine whether thousands of other pool builders across America are protected or exposed when the next wave of ASR claims arrives.
INSURANCE GAP WARNING: If the federal courts rule in favor of the insurers, that ASR damage is not covered by commercial general liability policies, every pool builder in America who lacks documented ASR mitigation records is carrying uninsured structural liability on every pool they have ever built without that documentation. The ruling is pending.

The fly ash shortage was national. The reason Texas pools were hit first and hardest is geology. Central Texas aggregates, primarily limestone-based materials from the Hill Country and surrounding regions, contain reactive silica phases including chert, chalcedony, and opaline materials. These aggregate types are among the most reactive documented in ASTM C1260 mortar bar testing.
Published research in ASTM's Advances in Civil Engineering Materials confirms that "fly ash mitigates ASR primarily through alkali dilution and reduction in pore solution alkalinity via pozzolanic activity." Class F fly ash, the type sourced from the Texas plants that closed in 2018, is specifically noted as effective for reactive aggregate systems. Class F ash reduces the pore solution pH below the threshold required to sustain ASR chemistry. Without it, in a reactive aggregate environment with a moisture source (a pool), the reaction proceeds at maximum rate.
The compounding factor specific to pool construction: pools are the ideal ASR environment. They are concrete structures in constant contact with water, maintaining interior relative humidity above 80% at all times, the threshold at which ASR becomes and remains active. The warm Texas climate means year-round pool use, which means year-round ASR acceleration.
WHAT ACTUALLY
HAPPENED.
Imagine your concrete is a building. The reactive silica in the aggregate is like a gas leak, it's there from day one, invisible. The alkalis in the cement are the spark. Moisture is the oxygen. If all three are present, the reaction starts, and once it starts, it cannot be stopped. It burns slowly from the inside. You don't see smoke until the walls start cracking. By then, the fire has been going for years. Fly ash and nano silica are the fireproofing that prevents the spark from ever catching. Without them verified in the mix, it's not a matter of if, it's a matter of when.
When a doctor adds something to a vaccine to make it more effective, an adjuvant, it's not the main ingredient, but it changes what the main ingredient can do. SCMs like fly ash and nano silica work the same way in concrete. They're not the cement. But when they're in the mix, they change how the cement behaves, reducing the chemical activity that causes failure, filling the microscopic pores that let in water, and making the whole matrix denser and more resistant. Take them out and the concrete is exposed. That's exactly what happened to Texas pools after 2018.
When you buy a bottle of supplements, the label tells you exactly what's in it, every ingredient, every amount. A concrete batch ticket is the nutrition label for your concrete. It lists the cement type, the PSI strength, the water-cement ratio, and every admixture in the mix. If your contractor can't show you the batch ticket, or if the batch ticket shows fly ash at zero and no alternative SCM, you have no idea what's actually in the structure you just paid for. J.K. Spruce Unit 1 closes in 2028. F.B. Culley Unit 2 and R.M. Schahfer Units 17 and 18 in Indiana were scheduled to retire in December 2025. Federal emergency orders have kept them running, currently through September 2026. Georgia regulators approved running Plant Bowen’s coal units into the mid 2030s and beyond under the 2025 plan. Federal emergency orders have since stalled the wave: only 2.6 GW retired in 2025. Every closing plant removes regional fly ash supply from concrete markets that are still building.
