WHY IS MY
POOL PLASTER
FAILING?

Plaster is the finish, not the structure. So a finish that is failing is reporting one of three things, that the finish itself failed, that the surface it was bonded to was not ready for it, or that the shell behind it is failing and the finish is simply where you are seeing it, and telling those three apart from the waterline is close to impossible because the shell was covered within weeks of being shot and cannot be examined again without removing the finish.

The Answer, In One Paragraph

One symptom, three possible addresses, and they belong to different trades.

The finish, the bond between the finish and the shell, and the shell itself are three separate pieces of work. They are governed by different documents, they are often performed by different crews weeks apart, and only one of the three is still visible to you. When a finish starts to fail, the first question is whether the finish failed or whether the shell behind it is failing, and that question is answerable from a record of the shell and close to unanswerable without one.

I. What you are looking at

You are looking at the finish. The pool is the thing behind it.

This is the distinction the whole question turns on, and almost nobody is given it at the point of sale, because at the point of sale the finish is the part with the colour samples.

Pool plaster is the cementitious interior finish applied over the structural shell. It is a finish and not the structure, and it is the surface you will spend 20 years looking at while learning nothing about what is behind it.

The pool shell is the structural concrete vessel that holds the water in and the ground back. It is placed against the excavated ground and the reinforcing steel, it is covered by an interior finish within weeks, and from that point it cannot be examined again without removing the finish.

Everything else on a pool can be re examined. The shell is the exception. Tile, coping, decking and equipment can be inspected, compared and replaced at any point in the life of the pool. That is why the record of the shell has to be made in the days it is exposed rather than at handover.

The industry itself treats these as two jobs with two sets of requirements. The plastering of pools and spas is covered by a separate document, ANSI/PHTA/ICC/NPC-12 2025, the American National Standard for the Plastering of Swimming Pools and Spas. II. Three addresses for one symptom

Same appearance at the waterline. Three different jobs behind it.

What you can see is a finish in trouble. Where the trouble originated is a different question, and the three candidates carry very different consequences and very different bills.

Address one. The finish itself.

What this covers: the plaster material, how it was mixed, how it was applied and how it was finished. Troweling is the hand finishing operation that brings the surface to its final line and texture, and on a pool it is performed twice, once to shape the shot shell and again to finish the interior plaster. Why it draws attention first: it is done by hand, by eye, by a crew, on a clock set by how the material is setting rather than by the schedule. If this is the address, the fix is a finish fix.

Address two. The bond, meaning the surface the finish went onto.

What this covers: substrate preparation, the readying of the surface a placed layer will bond to. The detail that matters and that almost nobody is told: on a pool this happens twice, once on the excavated ground before the shell is shot and again on the shell itself before the interior finish goes on, and each one is preparation for a different trade. Both surfaces disappear under the layer they were prepared for. This address sits exactly on the handoff between two companies, which is where a single continuous record is hardest to assemble afterwards.

Address three. The shell, with the finish acting as the messenger.

What this covers: the structural concrete vessel and how it was placed. Shell compaction is the consolidation of the concrete as it is placed, and in gunite and shotcrete there is no separate compaction step because the velocity of the material leaving the nozzle is what does the compacting. ACI's specification for shotcrete defines the material as being projected at high velocity onto a surface to achieve compaction, which puts compaction inside the definition rather than in a step that follows it. This is the expensive address, and it is the one a new finish does not reach.

Why this ordering matters commercially The three addresses are listed cheapest first on purpose, and that is also the order in which they get proposed to you. A finish problem and a shell problem present at the same place and can look similar at the waterline, and replacing the finish only reaches one of them. That is not an accusation against pool companies. It is what happens when the only evidence anyone has is the surface.
III. Why this was sealed before you moved in

The shell is visible for days. Then it is behind the finish for good.

A pool is unusual even among concrete work, because the structural element is fully exposed, photogenic and easy to document for a short window, and then it is deliberately covered by another trade on a schedule.

The placement method

Gunite and shotcrete are placement methods rather than materials. Concrete or mortar is conveyed through a hose and projected through a nozzle at high velocity, so the force of placement is what compacts it. The quality of that placement is decided at the nozzle, in real time, by a person.

The reinforcing behind it

Material has to fully encase the reinforcing steel. Where steel is congested, the shadow behind it is exactly where consolidation is hardest to achieve and hardest to see. Once the finish is on, that region is unreachable.

The two preparations

ACI's shotcrete specification carries preparation of the surface to receive shotcrete as a requirement of its own, and the plastering of a pool is covered by its own separate American National Standard. Two preparations, two trades, two documents, one pool.

The handoff

Between the shell going in and the finish going on there is a gap of days or weeks and usually a change of crew. That handoff is the single most consequential undocumented moment on a residential pool, and the buyer is rarely present for either side of it.

None of that is exotic or rare. It is the ordinary sequence of building a pool. What makes it matter is that the sequence buries its own evidence as a normal part of finishing the job, so the record has to be made at the point of pour or it does not get made.

IV. What you can still find out

Six things worth recovering, starting with two dates.

More of this survives than people expect, especially on a pool built in the last few years. Work in order. The first item is what every other item is retrieved by.

Pin down two dates: the day the shell was shot and the day the plaster went on.

Where they live: the construction schedule, progress payment dates on your contract, permit and inspection records, and the timestamps on any photo taken during the build. Why two rather than one: they are two different jobs, and the interval between them is itself a fact about the pool that you can establish today.

Establish who did each of the two jobs.

Why it is rarely obvious: the shell and the finish are commonly performed by different subcontracted crews under one builder's name, so the company you paid may not be the party who made the calls on either day. What you want is a name for each, because the contractor of record is the party who owned those decisions and therefore owns the record of them.

Collect every photograph taken while the shell was exposed.

Why this is the highest value item on the list: the shell is fully visible for a matter of days and it is the stage people instinctively photograph, so images often exist even where documents do not. Where to look: your own phone, your builder's marketing and progress photos, the plaster crew's own records, and, in earnest, neighbours who watched a pool go in next door.

Ask for the shotcrete or gunite records from the shell day.

What to ask for: the mix or batch documentation for what was placed, and who was on the nozzle. How to ask: plainly, as a homeowner assembling records for the property, because that is what you are doing. What a straight answer sounds like: either the documents, or a clear statement that they were not kept. Both are useful and only one of them is a surprise.

Gather whatever water record you already have.

What this is and is not: if you have kept test results from startup onward, or your service company has, keep them with the rest of the file. Be clear about what it covers. It is a record of the finish's service life rather than a record of the shell, so it speaks to address one and is silent on address three. It is worth having precisely because it is the one record a homeowner sometimes already holds.

Start the record you wish existed. Today.

What to do: photograph the affected areas from fixed positions, dated, with something in frame for scale, and note the water level in each shot so later images are comparable. Then repeat from the same positions in 90 days. Why it is worth more than it looks: whether something is stable or progressing is the question every professional and every warranty conversation turns on, and only a dated series answers it.

Everything on that list is the recovery version of a record that could have been assembled in a few minutes on the two days that mattered. That gap, between what it costs to record at the time and what it costs to reconstruct afterwards, is the entire reason PSIP exists.

V. Where PSIP sits in this, stated plainly

  • ×PSIP cannot tell you which of the three addresses yours is. Nobody can answer that from a photograph of a waterline, and a page that offered to would be selling you something. What a record of the shell does is move that question from a judgment call to a matter of fact, which is a different service and an honest one.
  • ×PSIP does not say a certified contractor builds better pools. A PSIP certified contractor has committed to documenting the work and to retaining the record. That is a statement about their paperwork, not a judgment of their concrete, and treating it as the second thing would make it worth nothing.

Why is my pool plaster failing?

It depends which of the three addresses yours is, and that is the honest answer rather than an evasive one. If the finish itself failed, replacing the finish addresses it. If the surface it was bonded to was the problem, the preparation for the new finish is the part that determines whether the second attempt starts from a different place than the first. If the shell behind it is failing, a new finish is a new finish over the same shell. This is exactly why establishing which address you are dealing with is worth doing before commissioning the work rather than after.

Can a pool company tell me why my plaster is failing by looking at it?

Not reliably, and the straightforward ones say so. Experience can narrow the possibilities from the pattern, the location and how it has changed over time, which is real value. What visual inspection does not reach is how the shell was placed, how the reinforcing was encased, how the surface was prepared before the finish went on, and what the conditions were on either day, because all of that was covered up as a normal part of finishing the pool.

Can the shell be inspected without removing the finish?

The shell is placed against the excavated ground and the reinforcing steel, it is covered by an interior finish within weeks, and from that point it cannot be examined again without removing the finish. That is the structural reason a record made while it was exposed is worth more than any inspection commissioned later, and it is why PSIP treats the days the shell is open as the moment documentation has to happen.
