WHAT IS
TYPE 1L CEMENT
AND WHY DOES IT MATTER?

Type 1L is portland limestone cement, a blended cement in which finely ground limestone replaces a portion of the clinker. It matters because its reactivity, water demand, admixture behaviour and cold weather behaviour differ from Type I, and because the transition to it happened underneath the residential market rather than in front of it, so a crew ordering the mix it has always ordered can receive a materially different cement with no line on the invoice announcing it.

The Answer, In One Paragraph

This is not a coming change. For most of the American market it already happened, and it happened quietly.

USGS reports that blended cement accounted for 63 percent of total United States cement shipments during the first 9 months of 2025, and that 95 percent of those blended shipments were estimated to be portland limestone cement. That is a materials transition at national scale inside a few years. It did not arrive as a product launch a homeowner would notice, and for most residential jobs it did not arrive as a conversation either. It arrived as the same order producing a different cement.

I. What it actually is

A different cement, not a different concrete product.

The distinction that trips people up is that this is a change one level below where buyers usually look. Nobody is selling you Type 1L concrete. Cement is an ingredient of concrete, and this is a change to that ingredient.

Type 1L is a blended cement. Finely ground limestone replaces a portion of the clinker. Its governing specification is ASTM C595/C595M, Standard Specification for Blended Hydraulic Cements. The standalone definition, with its sources, is at the PSIP dictionary.

It is a legitimate, standardised material. This page is not an argument that Type 1L is bad cement. It is a standardised product under a published ASTM specification, adopted across the industry for reasons that are well documented elsewhere.

It is also not the same material as what came before. Its reactivity, water demand, admixture behaviour and cold weather behaviour differ from Type I. Those are four separate variables, and each of them is an input somebody was relying on when they wrote a mix design or set a placement routine.

What this page does not claim PSIP does not state which direction each of those four behaviours moves, because that is a mix design question that belongs to the people specifying concrete for a given site, mix and season. The claim here is narrower and it is the one that matters to a buyer: they differ, and a difference nobody accounted for is a difference nobody accounted for.
II. Why a quiet transition is the risk

The problem is not the cement. It is the specification nobody reopened.

Concrete work runs on routines that are earned. A crew that has poured a thousand driveways in one region has a mix it trusts, a water habit, an admixture habit and a set of instincts about cold mornings. All of that is real expertise and all of it was calibrated against a material.

Water demand and admixture behaviour are exactly the variables a crew adjusts by feel. When the underlying material moves, feel is calibrated against the old one, and it recalibrates through experience rather than through a document.

Which is the whole point. The transition is real, it is measured at national scale, and it reached most of the market. The gap between those three cards is where the risk lives, and it closes the moment somebody writes down which cement was used.

This is the same shape as the fly ash question and it is not a coincidence. In both cases a material moved underneath a specification, the specification was reused because reuse is normally good practice, and the finished slab does not show which version it got. III. What to ask

Five questions, and none of them are a trap.

A contractor who works from mix designs will answer these from experience. What you are listening for is whether the answer is specific and whether it ends up in writing.

Which cement type is in this mix, Type I or Type 1L?

Why it is a fair opening question: it has a one word answer and it is on the mix design. What is more informative than the answer: whether the person knows without checking, or knows exactly where to check. Both of those are good answers. Not knowing the question exists is the signal.

If it is Type 1L, was the mix design written against it or carried over from Type I?

This is the actual question on the page. Carrying a proven mix forward is ordinary practice, and carrying it across a material transition without anybody reopening it is the exposure. Listen for: when the design was last reviewed, and by whom.

Has anything in your placement routine changed since the switch?

Why it is worth asking out loud: water demand and admixture behaviour differ, and those are crew level decisions made on the day rather than office level decisions made in advance. A good answer is often a story, about what they noticed and what they adjusted. That is a crew paying attention.

Are we pouring in cold weather, and does that change anything here?

Why this one gets its own question: cold weather behaviour is named separately in the definition for a reason, and cold placement already has its own handling requirements before any material change is layered on top. Listen for: a threshold at which they reschedule.

Will the batch ticket be part of what I receive?

Why it closes the loop: everything above is about intent. The batch ticket is the producer's own record of what was actually delivered, it already exists on an ordinary residential pour, and nothing in the ordinary process puts a copy in your hands. It is the single cheapest thing on this page to fix.

If your concrete is already in the ground, the same list works backwards. The pour date, the batch ticket and the identity of the contractor of record are the three things worth recovering, and they get harder to obtain with time rather than easier.

Is Type 1L cement worse than Type I?

PSIP does not make that claim and this page is not an argument that Type 1L is bad cement. It is a standardised product under a published ASTM specification. What PSIP states is narrower and checkable: four named behaviours differ from Type I, which means a mix design and a placement routine written against Type I were written against something else. Whether that difference was accounted for on a given job is a question about the record rather than about the material.

Do I already have Type 1L in my concrete?

Possibly, and the finished slab will not tell you. Given the share of the market blended cement reached during 2025, recent residential work has a meaningful chance of having received it. The way to find out is the batch ticket, which is the ready mix producer's record of what was actually in the truck. If your contractor cannot produce it, the plant that batched the load may hold its own copy, and you will need the exact pour date and the delivery address.

Should I ask for Type I instead?

Availability is set by what regional producers are shipping rather than by preference, so the request may not be answerable in your market. The more useful question is whether the mix design was written against the cement that will actually be delivered, or carried over from one written against a different one. That is the difference this page is about, and it is answerable.

What is ASTM C595?

Its full designation and title are ASTM C595/C595M, Standard Specification for Blended Hydraulic Cements. PSIP names it and makes no claim about what is inside it, because it is a paywalled document PSIP has not read. Is this the same issue as the fly ash question?

It is the same shape. In both cases a material moved underneath a specification, the specification was reused because reuse is normally good practice, and the finished concrete does not show which version it received. The difference is that fly ash is a supplementary cementitious material blended into the mix, while Type 1L is a change to the cement itself.
