The definition is short on purpose, and each clause in it rules something out. Take any one clause away and what is left stops being a record.

Material inputs, site conditions and cure

Three categories, not one. Material inputs are what went into the concrete, including the mix specified and the batch ticket showing what actually arrived. Site conditions are what the weather and the ground were doing while the work happened. Cure is what was done to the slab after the finishers walked off, which is the phase most often skipped and the one that most reliably shows up later. A record covering only the material misses two thirds of what determines how a slab ages.

Recorded at the time they occur

Not recalled later, not estimated from an invoice, not reconstructed from a photograph. Air temperature, concrete temperature, humidity, wind, how long the truck waited, when finishing started and how the slab was cured are live facts for a few hours and then they stop existing. This is the clause that makes concrete documentation different from documentation in almost every other trade. There is no later.

By the contractor of record

The party making the calls is the party attesting to them. Suppliers deliver, labs test, designers specify and inspectors observe, but the contractor of record is the one standing on the slab deciding in real time. Placing the record with that party puts it with the only person holding the facts at the moment the facts exist, and it puts their name on it.

Retained as a closeout packet

A record that is not kept is not a record. The closeout packet is the artifact that outlives the job, and it is what a homeowner, a builder, an insurer or an attorney reads three years later when a question comes up. Retention is what turns a set of notes into evidence.

II. The Selection Mechanism

Best is an opinion. Documented is a record.

A homeowner hiring a concrete contractor is usually trying to answer one question, and it is the wrong question. The question they ask is who is the best. It is a question with no checkable answer. There is no test a homeowner can run, no register they can look it up in, and no way for them to verify whatever answer they are given. The marketing all reads the same, and the photographs are all of finished slabs, which look identical on the day they are poured whatever went into them.

There is a different question sitting underneath it, and this one has an answer. Who documented the work. That question is checkable. Either a record exists or it does not. Either it covers the mix, the conditions and the cure, or it has holes in it. Either it was made on the day, or it was assembled afterward. A homeowner with no technical background can evaluate a record, because evaluating a record is reading, and evaluating concrete is not.

The Mechanism The contractor who documents is handing you something you can verify. The contractor who does not is asking you to take their word for it. That is the entire difference, and it is visible before the first truck arrives rather than three years after the last one left.

This is why PSIP scores documentation rather than workmanship. Workmanship is a judgment, it needs an expert to make it, it needs access to the slab to make it, and by the time anyone can make it the money is spent. Documentation is a fact about whether a record exists and what is in it. It can be checked by anyone, it can be checked in advance, and it does not require a single opinion about anybody's concrete.

The second order effect is the part that matters over time. When the market can see who documents, documenting becomes worth doing. A contractor who records the mix, the conditions and the cure on every job builds a body of evidence that follows them from job to job. A contractor who does not is starting from zero on every bid, with nothing to show but photographs.

III. The Point of Pour

There is a window, and then there is not.

Concrete is one of the few materials in residential construction that arrives as a liquid, is finished by hand, and cures into its final state within hours, with the conditions of that transformation permanently affecting how it behaves for decades. Everything that determines the outcome happens inside a window of a few hours, and almost none of it leaves a visible trace in the finished slab.

A finished driveway does not show what the ambient temperature was at placement. It does not show whether the mix contained a supplementary cementitious material or how much. It does not show how long the truck sat, whether water was added on site, when finishing began, or whether the slab was cured at all. Two driveways that look identical on the day of the pour can be built to entirely different specifications, and the difference will not become visible for years.

That is what the point of pour means. It is the moment documentation has to happen, because the conditions it records stop existing once the concrete sets. Every documentation system that works in other trades relies on being able to go back and look. In concrete, going back and looking shows you the outcome and tells you nothing about the cause.

Before the pour

The mix is specified to its exposure class and justified in writing, before the order is placed rather than after the truck is scheduled.

During the pour

The batch ticket is checked against what was specified, and the site conditions are captured while they are still happening.

After the pour

The cure is recorded, the packet is closed out and signed, and the record is retained so it can be read years later.

IV. What a Documented Pour Is Not

The record is the claim. Nothing beyond it is.

This section exists because the value of the record depends on nobody overstating it. A record that is described as more than it is becomes worth less than it is.

  • ×It is not a statement that the concrete is good. A complete record can document a job that was executed poorly. What it does is make that visible, in writing, with the decisions attributable to the party who made them.
  • ×It is not a warranty, a guarantee or insurance. Certification is a documentation and scoring credential. It is not a warranty, guarantee, or insurance of the contractor's work; not engineering or design services; and not a government license or code approval. PSSG does not supervise, direct, inspect, or perform the contractor's concrete work, and is not a party to any contract between the contractor and the customer. The contractor is solely responsible for its own work, methods, safety, code compliance, licensing, and customer relationships. A closeout packet establishes what was specified and what was delivered, which is the factual basis a warranty or a claim would be argued from.
  • ×It is not a guarantee that the concrete will not fail. Concrete fails for reasons that include ground movement, loading, drainage and time. Documentation records the variables that were controllable on the day and does not remove the ones that were not.

Regional fly ash supply has moved as well, as coal plants closed and reopened. A crew ordering the mix it has always ordered can receive materially different concrete with nothing on the invoice announcing it, which makes the record of what actually arrived the only place the change is visible.
