THE TIER 1 SCM SPECIFICATION.
PSIP Aquatic specifies categories of chemistry, not brand product stacks. The protocol scores the work. It does not recommend products. There are two Tier 1 categories, both supply-chain stable, both with strong evidence.
PSIP specifies categories. PSIP does not recommend products. Any reference to a specific product is a field observation by the author at the date of writing, not a protocol endorsement.
TWO THOUSAND YEARS OF FIELD DATA.
Tier 1A, Natural Pozzolan
Roman builders specified natural pozzolan from Pozzuoli for the Pantheon, built in 126 AD and still standing, and for harbor structures still functional after two thousand years. Modern petrographic analysis of marine Roman concrete documented crystal formation in the pozzolan-bound matrix that continues to strengthen the concrete over time. The U.S. Bureau of Reclamation specified natural pozzolan for Hoover Dam, and field cores extracted in later decades show continued strength gain consistent with ongoing pozzolanic reaction. No other ASR mitigation strategy has comparable field evidence.
Tier 1B, Colloidal Nano Silica
Tier 1A natural pozzolan is the doctrinal foundation. Tier 1B colloidal nano silica is the modern, lab-verified parallel, with ASTM C1260 confirming a substantial reduction in ASR-induced mortar expansion. PSIP Aquatic accepts either Tier 1 chemistry, documented on the batch ticket. The choice is the builder's, the verification is not optional. The batch ticket is the record that the protection was present before the shell was shot.
THE COLD WEATHER DECISION TREE.
A two-tier system based on real forecast conditions, not blanket requirements that add cost without justification. Most Sun Belt pool builds never trigger anything beyond standard protocol.
Cold weather thresholds, accelerator triggers, and reschedule criteria are subject to Technical Advisory Council pre-review and refinement once the Council is seated, per the locked TAC governance model.
